Lex Iunia Penni de peregrinis 126 г. до н.э. и Rogatio Fulvia de civitate 125 г. до н.э.

Данная статья посвящена вопросу о возможном влиянии законопроекта плебейского трибуна 126 г. до н.э. М. Юния Пенна об изгнании перегринов из Рима на гракханскую политику в т.н. италийском вопросе, которая была представлена рогацией консула 125 г. до н.э. М. Фульвия Флакка о предоставлении союзникам (латинам) прав римского гражданства или права провокации (provocatio ad populum). По мнению автора, принятие закона М. Юния Пенна никак не повлияло на гракханскую политику в италийском вопросе. Закон Пенна являлся продолжением сенатских мер 187, 177 и 173 г. до н.э. по изгнанию латинских мигрантов из Рима назад в их родные общины, а рогация Флакка – провозглашением нового проиталийского курса, избранного гракханской оппозицией после политической катастрофы 129 г. до н.э. С другой стороны, речь Г. Гракха de lege Penni et peregrinis (о законе Пенна и иностранцах) была произнесена им в 124 г. до н.э. в ходе судебного процесса (Plut. CG. 3. 1) и была направлена против традиционной политики сената в отношении латинских мигрантов. Произнесение данной речи стало ответом на обвинение гракханцев в разжигании т.н. «восстания» Фрегелл.
